The 13th meeting of IEEE C/DC SC was held via online conference call. Quorum reached. The meeting was hosted by Dr. Feng Wu, the chair of DCSC.
Ms. Xiaoxu Luan presented the patent slides at the meeting. A call for potentially essential patents was made, and no potentially essential patent claims were declared, and no holders of potentially essential patents were identified. All IEEE CS DCSC members could ask for the IEEE official patent document from the secretary. The IEEE copyright policy statement was presented then. There were no questions or concerns. The meeting agenda was unanimously approved as presented without objection.
Introduction of IEEE Updates
Ms. Meng Zhao gave a brief introduction of the IEEE latest updates. No question raised.
1857 WG – Audio Video Coding：
P1857.9-2022, P1857.10-2022 are officially published and on sale with the following links:

1857.11: 5 technical contributions received and discussed. 1 technical proposal is about the Test Model for Deep Learning-Based Image Compression, namely NIC. 3 technical proposals are about the technical improvements upon NIC, including main network simplification and entropy coding optimization. 1 technical proposal is about the subjective test protocol. 2 technical proposals are adopted. The Call for Proposals on Neural Network-Based Image Coding is expected in the coming three months.
1857.12：The draft standard is ready. The group plans to launch the ballot and publication process as soon as possible.
Approval of the Draft Standard of P1857.12
Motion to approve the draft standard of P1857.12 (Mover: Dr. Yiling Xu, Second: Dr. Siwei Ma) The draft standard was unanimously approved as presented without objection.
2941 WG – AI Model Representation, Compression, Distribution and Management:
2941: The standard will be published on 25th March 2022.
2941.1: The draft standard is ready and has approved by 2941 WG on the group’s plenary meeting.
A contribution about Application Programming Interface (API) of Deep Learning Inference Engine was received and accepted by the working group. A new sub-working group under this subject is planning to establish and an additional meeting about the PAR discussion is scheduled in April.

Motion to approve the draft standard of P2941.1 (Mover: Dr. Chao Yang, Second: Dr. Yonghong Tian) The draft standard was unanimously approved as presented without objection.
3122 WG – Intelligent Data Processing and Compression for Internet of Things:
The 3122WG 2nd meeting is held on March 17. 1 investigation report about “Data types used in scenarios of Internet of things” and 1 technical contribution about “Byte stream format for multi-data of Internet of things” were discussed in the meeting. The investigation report is accepted.
3161 WG （Be to establish）- Digital Retina Systems:
The PAR was submitted to Nescom and will be discussed on NesCom Meeting on 24th March 2022. So far, 10 comments were received and responded, no further question raised.
The next meeting is tentatively scheduled at 5:00 pm (Beijing Time Zone, GMT +8.00) in June 2022, China (The meeting notice will be published on our website one month before the meeting). Remote attendees can request to set up a teleconference service at least one week before the meeting.
This meeting minutes was approved on the meeting.
The meeting closed at 6:00pm on March 18th, 2022.
