Quorum reached. The meeting was hosted by Prof. Feng Wu, the chair of DCSC.<\/p>\n\n\n\n<p>A call for potentially essential patents was made, no potentially essential patent claims were declared; no holders of potentially essential patents were identified. All IEEE CS DCSC members could ask for the IEEE official patent document from the secretary. The IEEE copyright policy and participant behavior statement were presented then. There were no questions or concerns. The meeting agenda was unanimously approved as presented without objection.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Approval of the Agenda<\/h1>\n\n\n\n<p><strong>Motion<\/strong> to approve the meeting agenda. (Mover: Dr. Chuanmin Jia; Second: Prof. Yiling Xu). The agenda was unanimously approved as presented without objection.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">1857 WG &#8211; Audio Video Coding\uff1a<\/h1>\n\n\n\n<p>The draft 1857.5-rev is being revised based on the results from MEC. Drafts 13 and 14 have been completed and will be reviewed at this meeting, while draft 15 is still in preparation, and draft 16 has been submitted for MEC review.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Approval for draft standard of P1857.13(DCSC-29-N0002)<\/h1>\n\n\n\n<p><strong>Motion<\/strong> to approve the draft standard for P1857.13 (Mover: Ruochen Li; Second: Dong Liu). Dr. Shumin Xu presented the draft.<strong> It was unanimously approved as presented without objection.<\/strong><\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Approval for draft standard of P1857.14 (DCSC-29-N0003)&nbsp;&nbsp;&nbsp;<\/h1>\n\n\n\n<p><strong>Motion<\/strong> to approve the draft standard for P1857.14 (Mover: Ruochen Li; Second: Dong Liu). Dr. Wei Xiao presented the draft. <strong>It was unanimously approved as presented without objection.<\/strong><\/p>\n\n\n\n<h1 class=\"wp-block-heading\">1857.11 Sub-WG- Neural Network-Based Image Coding<\/h1>\n\n\n\n<p>The 23nd meeting was held on August 22, in Dalian. Two input contributions had been discussed. 1857.11 Sub-Working-Group decided to continue the studies and exploration experiments for neural network-based image coding with large generative models.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">2941 WG &#8211; AI Model Representation, Compression, Distribution and Management:<\/h1>\n\n\n\n<p>The 21th 2941 WG Meeting was held on August 23. Discussions were held on two draft standards. Attendees unanimously approved as presented with minor revisions.<\/p>\n\n\n\n<p><strong>Approval of draft standard of P2941.3 (<\/strong><strong>DCSC-29-N0006<\/strong><strong>)<\/strong><strong><\/strong><\/p>\n\n\n\n<p><strong>Motion<\/strong> to approve the draft standard of P2941.3 (Mover:Jun Peng, Second: Ruochen Li). Jun Peng presented the draft. <strong>It was accepted without objection.<\/strong><\/p>\n\n\n\n<p><strong>Approval of draft standard of P2941.4 (<\/strong><strong>DCSC-29-N0007<\/strong><strong>)<\/strong><strong><\/strong><\/p>\n\n\n\n<p><strong>Motion<\/strong> to approve the draft standard of P2941.4 (Mover:Jun Peng, Second: Ruochen Li).Wenxuan Cao presented the draft. <strong>It was accepted without objection.<\/strong><\/p>\n\n\n\n<h1 class=\"wp-block-heading\">3122 WG -Intelligent Data Processing and Compression for Internet of Things:<\/h1>\n\n\n\n<p>The 3122 working group did not hold a meeting this time.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">3161 WG &#8211; Digital Retina Systems:<\/h1>\n\n\n\n<p>The 18<sup>th<\/sup> 3161 WG meeting was held on 22<sup>th<\/sup> August. Attendees fully discussed <strong>6<\/strong> received contributions this time, of which 4 were approved.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">3184 WG- Data Framework for Autonomous Driving<\/h1>\n\n\n\n<p>The 1<strong>4<\/strong><sup>th<\/sup> IEEE 3184 Working Group Meeting was held on August 22. Attendees fully discussed <strong>4<\/strong> received contributions on new PARs, 3184, and 3184.3. Two contributions were adopted with minor modification.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Approval of New PAR of 3184 (DCSC-29-N0008)<\/h1>\n\n\n\n<p><strong>Motion<\/strong> to approve new PAR of Compact Feature Representation for Collaborative Driving in V2X Autonomous Driving Systems. (Mover: Ruochen Li; Second: Lu Zhang. Lu Zhang presented the PAR. <strong>It was unanimously approved as presented without objection.<\/strong><\/p>\n\n\n\n<p><strong>Title<\/strong>: Standard for Compact Feature Representation for Collaborative Driving in V2X Autonomous Driving Systems<\/p>\n\n\n\n<p><strong>Scope<\/strong>: This standard defines a compact feature representation architecture designed for feature fusion based collaborative driving within Vehicle-to-Everything (V2X) autonomous driving systems. It specifies feature data formats, metadata formats, and interface protocols for interoperability. The standard also specifies metrics to evaluate the trade-off between transmission efficiency and collaborative task performance.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Approval for draft standard of P3184.3(DCSC-29-N0009)<\/h1>\n\n\n\n<p><strong>Motion<\/strong> to approve the draft standard for P3184.3 (Mover: Ruochen Li; Second: Lu Zhang). Dr. Lu Zhang presented the draft.<strong> It was unanimously approved as presented without objection.<\/strong><\/p>\n\n\n\n<h1 class=\"wp-block-heading\">3366 WG- Volumetric Data Compression<\/h1>\n\n\n\n<p>The 10th IEEE 3366 Working Group Meeting was held on August 22. Attendees fully discussed <strong>3<\/strong> received contributions this time. All of them were rejected.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">3404 WG- Data and Model of Multiple Computing Centers<\/h1>\n\n\n\n<p>The 9<sup>th<\/sup> 3404 WG Plenary Meeting was held on August 21. Attendees fully discussed 1 contribution on 3404.2, which was approved.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">3483 WG- Multi-Modality Feature Coding<\/h1>\n\n\n\n<p>The 6th IEEE 3483 WG Meeting was held on August 22. Attendees fully discussed <strong>2<\/strong> received contributions this time. All of them were rejected.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Approval of New PAR of Holographic Video Coding (DCSC-29-N0004)<\/h1>\n\n\n\n<p><strong>Motion<\/strong> to approve new PAR of Holographic Video Coding. (Mover: Ruochen Li; Second: Jun Peng). Prof. Rongang Wang presented the PAR. <strong>It was unanimously approved as presented, but it is recommended to communicate with the video group in a separate meeting<\/strong><\/p>\n\n\n\n<p><strong>Title<\/strong>: Standard for Holographic Video Coding<\/p>\n\n\n\n<p><strong>Scope<\/strong>: The standard defines a sef of tools for efficient representation and coding of holographic video, the corresponding definitions of syntax, semantics, parsing and decoding procedure. The holographic video should support both 6DoF interaction and photorealistic virtual viewpoint rendering. The holographic video content includes but not limited to multi-view video sequences, multi-view video plus depth and neural representation like 3D\/4D gaussian splatting.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Approval of New PAR of Data Intelligence for Smart Grid (DCSC-29-N0005)<\/h1>\n\n\n\n<p><strong>Motion<\/strong> to approve new PAR of Data Intelligence for Smart Grid. (Mover: Ruochen Li; Second: Jun Peng). Guang Tian presented the PAR. <strong>It is suggested to further clarify the requirements, and this proposal will not be approved at this time.<\/strong><\/p>\n\n\n\n<p><strong>Title<\/strong>: Standard for Data Intelligence of Smart Grid<\/p>\n\n\n\n<p><strong>Scope<\/strong>: The working group focus on establishes a framework for applying Data Intelligence (DI) technologies to power grid systems. It covers the use of DI for real-time monitoring, fault detection, infrastructure inspection, situational awareness, and decision support in transmission, distribution, and smart grid operations. The standard defines data formats, algorithmic requirements, performance metrics, and integration protocols to ensure interoperability, safety, and scalability across grid applications. It addresses challenges such as environmental variability, edge processing, and cybersecurity while promoting AI transparency and reliability in critical infrastructure.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Next Meetings<\/h1>\n\n\n\n<p>The next meeting is tentatively scheduled in December 2025. (The meeting notice will be published on our website one month before the meeting).
