Mr. Richard Tell approved by AdCom as new ICES TC95 Chair to replace long-time Chair Dr. C-K Chou (effective 1/1/2026)

Richard (Ric) Tell has been selected as the new incoming chair for TC95 by the ICES AdCom. He assumes the chair position long held by Dr. C-K Chou. Mr. Tell was born in Texas where he went to Midwestern State University receiving a BS degree with majors in physics and mathematics. In 1967, he received the MS degree in radiation sciences at Rutgers University in New Jersey. Mr. Tell served for 20 years as a commissioned officer in the US Public Health Service where early on, he worked in a laboratory supporting biologists studying both ionizing and nonionizing radiation effects. Later, he ascended to Chief of the Electromagnetics Branch in the Office of Radiation Programs, where he was assigned to the US Environmental Protection Agency helping lead the agency’s efforts in measurement and analysis of population exposure assessment for radiofrequency fields. His first involvement with the IEEE standards process was in 1967, later becoming an IEEE member and eventually an IEEE Fellow recognized  “For contributions to assessment and safety standards for human exposure to radio frequency energy”. Mr. Tell has been a long-term IEEE volunteer receiving the IEEE Lifetime Achievement Award in 2022 “For more than 50 years of outstanding contributions to the science and technology of non-ionizing radiation safety, and for developing standards for measurement methods, safety programs, and exposure limits.” Mr. Tell has authored or coauthored 30 peer reviewed publications, seven book chapters and 10 proceedings of technical meetings. Mr. Tell served for approximately 20 years as chair of Subcommittee 2 in TC95, helping develop IEEE Std C95.7-2022 Standard for Electromagnetic Energy Safety Programs before stepping down to lead TC95. He has also has stepped away from chairing the IEEE COMAR (Committee on Man and Radiation) to make more time for managing TC95. He holds amateur radio Extra Class license K5UJU.
