Title:  Technical Guide for Smart Hydroelectric Power Plant

Scope:  This guide specifies the integrated management and control requirements and intelligence requirements for equipment and systems associated with all types of hydroelectric power plants based on state of the art and future proof digital equipment. Based on internationally standardized communication models (such as IEC 61850, IEC 60870-5-104, IEEE 1815, IEC 61158, IEC 61784, IEC 62541, IEC 61970, IEC 60870-6… ) this guide incorporates requirements for communication networks, sensors, local monitoring and control equipment, integrated management and control software platforms, remote centralized control, hydrology telemetry, dam safety monitoring and analysis, economic dispatching control, condition-based monitoring and other expert systems. Special attention is given to the requirements for cyber security. The guide takes into account the future structure of completely digitalized power plants including digitalized sensors and actuators as well as the smart management and control of power plants with existing instrumentation. However, hydraulic and steel structures or generating equipment, such as dams, gates, turbines, generators, transformers, switchgears, and so on are not addressed
