4. IEEE Patent Policy
===================================
1. slides 1-4 were shown and discussed by the chair
2. Chair provided an opportunity for participants to identify patent
claim(s)/patent application claim(s) and/or the holder of patent
claim(s)/patent application claim(s) of which the participant is
personally aware and that may be essential for the use of that
standard.

3. responses:
none

5. Overview of SICD std and related SAR stds, contin
===================================
We went over the SICD standard in detail to determine if there were
any changes we wished to make before we started converting it to be
ISO-compliant.

1. Someone mentioned that there are many params that are currently
optional and instead they should be required.

2. Someone else suggested just the opposite.

3. SICD section 2: Image Data:
3.1 remove corners and use the valid data polygon instead
3.2 include heights (not just lat/lon) in the vertices of this
valid polygon. Can use for orth and related issues.

4. SICD section 2: Image Grid:
4.1 make delta-k CoA required
4.2 make weighting required
4.3 make Kcenter vary with spatial image location
4.4 most sar data at zero doppler, but some newer data in “native”
doppler, which does not fit into the current version of
SICD. Consider adding. Wade will look for JPL names for more
details. May also affect SICD section 3: image geographic info.
4.5 consider a somple grid in image space: 4D: image-row, image-col,
slow-time, rf

5. SICD section 5: collection timeline:
5.1 duration: issues with part vs. whole. isues with streaming
data. section8:image formation has more appropriate duration
for duration related the processing for this image data. is
this confusing to the users?
5.2 start-time/date: needs a better definition, especially since
all (many) times in the spec are relative to it.

6. SICD section 6: Ref. Positions:
6.1 make all required
6.2 receive aperture phase center: currently allows for many of
these, change to allow only one
6.3 rcvAPC polynomial: consider using grid instead of or in
addition to the current polynomial.
6.4 circular collection (spotlight sar) difficult to represnt
accurately with current polynomial method.

7. SICD section 7: Radar Collection:
7.1 make xmit freq optional
7.2 remove ref-freq
7.3 4 corners: usually used for tasking info, so can generate a set
of related images that overlay.

8. SICD section 8: Image Formation:
8.1 make PRFScaleFactor required
8.2 separate polarization for tx and rcv into 2 parameters
do the same in section 5.

9. SICD section 9: SCP Center of Aperture:
9.1 All derivable, though often wrong.
nice to have already calculated when manually dealing with the
data.
disagreement on whether we should keep or completely delete.

10. SICD section 10: Radiometric:
10.1 polynomials to scale image data to 4 difft values:
rcs, sigma0, beta0, gamma0
some wanted to include all, while some wanted to include only
one, perhaps beta0, with code available to convert to others
as needed.

11. SICD section 11: antennas:
11.1 remove the 2-way params
11.2 add the antenna orientation vs. time, using quaternions.
grid or polynomial?

12. SICD section 12: errors:
12.1 make ionosphere: range-error and range-rate-error be required
12.2 make one of: troposphere-range-vertical or tropo-range-slant
required

13. SICD section 15: Polar Format Algo:
13.1 slowtimedeskew: derivable, but convenient to keep.
consider removing the phase function
consider removing completely

14. SICD section 16: Range Migration Algo:
14.1 consider adding another family for native doppler (see 4.4)
14.2 for the INCA type: perhaps needs more thought to make it more
general, especially for radarast, cosmoskymed, etc: in particular
using the doppler-freq vs. doppler-cone-angle.
need to make consistent with the rest of the spec.

15. Idea of the 4D sample grid using x,y,delta-k-row, delta-k-col
This idea will be expanded on further in the next telecon.

16. Idea to try to make sure that we include measured parameters as
well as calculated parameters. This will enable more general use
of the data beyond the particular uses envisioned when generating
the calculated parameters.
