IEEE Std 1547.3-2023

Guide for Cybersecurity of Distributed Energy Resources Interconnected with Electric Power Systems

General

This guide addresses the broad requirements of cybersecurity, going beyond the “DER interface” covered by the IEEE Std 1547™-2018 interoperability requirements, because security must be “end-to-end,” and needs to be applicable for many different system architectures. For this reason, the security items covered in this document are guidelines and recommendations. The recommendations presented in this guide may not include all requirements; it is ultimately the responsibility of users of this document to review the applicability of the recommendations for their specific implementations. Although not explicitly within the scope of this document, transmission-connected systems, microgrids, electric vehicle charging stations, and off-grid systems could still benefit from the recommendations described.

Scope

This document provides guidelines for cybersecurity of distributed energy resources (DER) interconnection with electric power systems (EPS).

Purpose

This document provides guidelines for cybersecurity for one or more distributed energy resources (DER) that are interconnected with electric power system. DER include systems in the areas of fuel cells, photovoltaics, wind turbines, microturbines, other distributed energy sources, and distributed energy storage systems interconnected to EPSs at typical primary or secondary distribution voltage levels.
