The 5th Meeting of the IEEE CS Data Compression Standard Committee was held via the conference call. The meeting was hosted by Dr. Feng Wu, the chair of DCSC.
Ms. Xiaoxu Luan presented the patent slides at the meeting. A call for potentially essential patents was made, and no potentially essential patent claims were declared, and no holders of potentially essential patents were identified. All IEEE CS DCSC members could ask for the IEEE official patent document from the secretariat. The IEEE copyright policy statement was presented by Ms. Xiaoxu Luan then.
Approval of the Agenda
Motion to approve the meeting agenda. (Mover: Ms. Xiaoxu Luan; Second: Dr. Yonghong Tian). The agenda was unanimously approved as presented without objection.
IEEE Computer Society Data Compression Standard Committee:
The official WeChat Public Account of DCSC was created, and the WeChat ID is ieee_dcsc_official. The introduction, progress and news of DCSC could be found in both WeChat (the Chinese version) and the official website (the English version) from now.
P1857- Audio Video Coding Working Group:
1857.9: 7 input documents from PKUSZ, Pencheng Lab, and ALibaba were reviewed.4 proposals related to depth coding, reference software and specification were adopted. 6DoF Video CD1.0 will be outputted, and VSS5.0 will be released. Proceed to call for new test sequences. The standardization procession should be completed in the end of 2021.
P1857.10: The second phase of IEEE 1857.10 has made great progress. So far, Phase II can achieve more than 10% coding gain for 4K videos, and more than 60% coding gain for the screen content videos over Phase-1. Phase-II will be finished in March 2021.
FVC-Future Video Coding Study Group:
FVC-SG received and discussed 5 technical proposals. 1 technical proposal is about the Test Model for Deep Learning-Based Image Compression, namely NIC. 4 technical proposals are about the further improvement on NIC, including overlapping blocks, block size test, dual hyper-prior, and prediction-based method. FVC-SG plans to continue the investigation of Deep Learning-Based Image Compression standard.
Approval of FVC 1-year extension requirement
Motion to approve the FVC one-year extension requirement. (Mover: Dr. Chuanmin Jia; Second: Dr. Dong Liu). The motion was passed without dissent.
P2941- AI Model Representation, Compression and Management Working Group:
The 1st P2941 plenary meeting was held on Dec 9th, 2020. The new officers of the working group were announced as the following: the vice chair is Dr. Chao Yang, the secretary is Xiaoxu Luan. 2 proposals from PKU and PCL were reviewed and passed on the meeting. The standard of P2941 will aim on convolution neural network representation and model compression. A P2941.1 subgroup on standard for operator interface of artificial intelligence is planned to establish and the PAR is prepared.
Approval of P2941.1 subgroup establishment
Motion to approve setting up the P2941.1 subgroup (Mover: Mr. Ziyi Li; Second: Dr. Yonghong Tian). The proposal passed without dissent.
Dr. Chao Yang presented the standard proposal slides on the meeting and the PAR draft. The PAR will be submitted soon. The scope of P2941.1 is to propose a standard of operator interface for artificial intelligence. The standard can widely cover different types of AI-related operators and data processing.
Approval of the revision process for 1857, 1857a, 1857.2, 1857.3:
Motion to approve the IEEE standard 1857, 1857a, 1857.2, 1857.3 revision process. (Mover: Dr Siwei Ma; Second: Yonghong Tian). 1857.3 should be updated to support the new standard. The motion is passed without dissent.
The IEEE Standard 1857a,1857,1857.2,1857.3 are about to be expired in 2 or 3 years. According to the discussion in the meeting, it is decided that all these 4 standards will enter the revision process, and the original team will continue to be responsible for relevant work. The chair of 1857a-revision is Siwei Ma. The chair of 1857-revision is Siwei Ma. The chair of 1857.2-revision is Weibei Dou. The chair of 1857.3-revision is Luntian Mou.
