The 6th Meeting of the IEEE CS Data Compression Standard Committee Meeting Minutes

The 6th meeting of IEEE C/DCSC was held via conference call, quorum reached. The meeting was hosted by Dr. Feng Wu, the chair of DCSC.

Dr. Feng Wu presented the patent slides at the meeting. A call for potentially essential patents was made, and no potentially essential patent claims were declared, and no holders of potentially essential patents were identified. All IEEE CS DCSC members could ask for the IEEE official patent document from the secretariat. The IEEE copyright policy statement was presented then.

Approval of the Agenda

Motion to approve the meeting agenda. (Mover: Ms. Yilin Li; Second: Ms. Xiaoxu Luan). The agenda was unanimously approved as presented without objection.

IEEE Computer Society Data Compression Standard Committee:

The “Summary of IEEE SA Standard Project Management Specifications-WG” based on the content of the training courses for the IEEE WG chair has been uploaded to the documentary:

The official WeChat account of the committee was fully launched. Since its establishment in December 2020, 15 original articles have been published, bilingual in Chinese and English, covering IEEE standard work policy introduction, committee news, industry information, etc.

P1857-Audio Video Coding Working Group

2 subgroups of P1857 are active. The 1857 working group plenary meeting was held this morning. The progress inside working groups is list below:

P1857.9: 2 input documents from PKUSZ, Peng Cheng Lab, and ALibaba are reviewed.1 proposal related to depth post-processing is adopted to reference software VSS.  IEEE 1857.9 FCD will be outputted, and VSS6.0 will be released.

P857.10: Significant progress has been made in the second stage. The performance of general video coding is 10% more than that of the first stage, and the performance of screen content (TGM, MC) coding is improved by more than 60%.

Motion to approve the revision PAPs of P1857 and P1857.3 (Mover: Dr. Siwei Ma; Second: Dr. Yonghong Tian). The proposal passed without dissent.

FVC-Future Video Coding Study Group:

FVC-SG received and discussed 9 technical proposals. 1 technical proposal is about the Test Model for Deep Learning-Based Image Compression, namely NIC. 8 technical proposals are about the explorative experiments upon NIC, including block-based coding, subjective quality assessment, pre- and post-processing, entropy coding optimization, and variable-rate coding. 1 technical proposal is adopted into NIC. FVC-SG plans to continue the explorative experiments to improve the compression performance and to reduce the encoding/decoding complexity.

P2941 AI Model Representation, Compression and Management:

The working group had 2nd Plenary Meeting and no proposal received. The PAR of P2941.1 was submitted to the NesCom Meeting (23-25, March). In view of the comment to add AISC as a joint committee, the working group, after discussing and reporting to DCSC, has sent an invitation email, but has not received a reply within the time limit, and finally decided to maintain the current form.

The next meeting is tentatively scheduled at 5:00 pm (Beijing Time Zone, GMT +8.00) on 19th June at Hainan, China. Remote attendees can request to set up a teleconference service at least one week before the meeting.

This resolution included the agenda was approved on the meeting.

The meeting closed at 5:10pm on March 19th, 2021.
