The 7th meeting of IEEE C/DCSC was held via conference call, quorum reached. The meeting was hosted by Dr. Feng Wu, the chair of DCSC.
Ms. Xiaoxu Luan presented the patent slides at the meeting. A call for potentially essential patents was made, and no potentially essential patent claims were declared, and no holders of potentially essential patents were identified. All IEEE CS DCSC members could ask for the IEEE official patent document from the secretary. The IEEE copyright policy statement was presented then. There were no questions or concerns.
Approval of the Agenda
Motion to approve the meeting agenda. (Mover: Ms. Xiaoxu Luan; Second: Ms. Yilin Li). The agenda was unanimously approved as presented without objection.
Approval of P1857.9 Draft Standard：
Motion to approve the draft standard of P1857.9 (Mover: Dr. Ronggang Wang; Second: Dr. Siwei Ma). The draft standard passed without dissent.
Approval of P1857.10 Draft Standard：
Motion to approve the draft standard of P1857.9 (Mover: Dr. Siwei Ma; Second: Dr. Yonghong Tian). The draft standard passed without dissent.
Introduction of ways to cooperate with organizations external to IEEE
Ms. Xiaoxu Luan introduced 3 ways to cooperate with organizations external to IEEE: the liaison, the sharing draft standard, and the sharing standard. In the first two cooperation modes, both parties are subject to their respective patent and copyright policies for the part of their cooperation. And the sharing standard mode requires agreement on copyright & patent policies, profit sharing, etc.
Approval of the liaison between 1857 WG and Audio Video Coding Standard Workgroup of China：
Motion to approve the liaison cooperation with Audio Video Coding Standard Workgroup of China (Mover: Dr. Siwei Ma; Second: Dr. Yonghong Tian). The liaison proposal passed without dissent. Dr. Siwei Ma was voted as the coordinator of this liaison cooperation.
Approval of the liaison between 2941 WG and Audio Video Coding Standard Workgroup of China：
Motion to approve the liaison cooperation with Audio Video Coding Standard Workgroup of China (Mover: Dr. Yonghong Tian; Second: Dr. Weibei Dou). The liaison proposal passed without dissent. Dr. Yonghong Tian was voted as the coordinator of this liaison cooperation.
The next meeting is tentatively scheduled at 5:00 pm (Beijing Time Zone, GMT +8.00) on 19th June at Hai Hua Island, Hainan, China. Remote attendees can request to set up a teleconference service at least one week before the meeting.
This meeting minutes was approved on the meeting.
