The 9^th IEEE CS Data Compression Standard Committee Plenary Meeting Minutes

The 9^th meeting of IEEE C/DC SC was held via online conference call. Quorum reached. The meeting was hosted by Dr. Feng Wu, the chair of DCSC.

Ms. Xiaoxu Luan presented the patent slides at the meeting. A call for potentially essential patents was made, and no potentially essential patent claims were declared, and no holders of potentially essential patents were identified. All IEEE CS DCSC members could ask for the IEEE official patent document from the secretary. The IEEE copyright policy statement was presented then. There were no questions or concerns. The meeting agenda was unanimously approved as presented without objection.

Approval of P1857.11 PAR：

Motion to approve the PAR of P1857.11 (Mover: Dr. Dong Liu; Second: Dr. Yiling Xu). The revision PAR passed without dissent.

The Scope of P1857.11: This standard defines a set of tools for efficient image coding, including tools for encoding, for decoding, and for encapsulation. All or some of the tools may be based on trained neural networks, and may perform block partitioning, prediction, transform, quantization, entropy coding, and filtering, etc.

Approval of P1857.12 PAR:

Motion to approve the draft standard of P1857.12 (Mover: Dr. Yiling Xu; Second: Dr. Siwei Ma). The draft standard passed without dissent.

The scope of 1857.12: This standard specifies Smart Media Transport technologies for multimedia data transmission under heterogeneous networks, which include data model, data transmission, signaling messages, media presentation, HTTP/2 live streaming and adaptive forward error correction coding for applications such as live streaming, network TV and video-on-demand.

The next meeting is tentatively scheduled at 5:00 pm (Beijing Time Zone, GMT +8.00) on August 28^th, 2021, at Harbin, China (The meeting notice will be published on our official website one month in advance). Remote attendees can request to set up a teleconference service at least one week before the meeting.

This meeting minutes was approved on the meeting.

The meeting closed at 4:00pm on July 26^th, 2021.

The IEEE Computer Society Data Compression Standards Committee (DCSC) is responsible for managing the developing of standards within the technical area of data compression and its associated applications, including without limitation data compression algorithms, data compression metrics, transmission methods, and cybersecurity issues related to data compression. The Data Compression Standards Committee Policy & Procedures was approved in the SASB meeting in Sept.05, 2019. The secretariat of DCSC is located in Peng Cheng Laboratory, No.2, Xingke One Street, Nanshan, Shenzhen, China.

Although DCSC was only officially established in 2019, the initial members of the committee have extensive experience in developing data compression standards, as they mainly came from 1857 Working Group .

Since 2012, The working group has successively developed dozens of audio and video coding standards, and its standards have been widely used in the industry and have a greater global influence. 1857WG has been officially sponsored by DCSC, since the establishment of the committee.
