The 17th meeting of IEEE C/DC SC was held via online conference call. Quorum reached. The meeting was hosted by Prof. Feng Wu, the chair of DCSC.
Ms. Xiaoxu Luan presented the patent slides at the meeting. A call for potentially essential patents was made, and no potentially essential patent claims were declared, and no holders of potentially essential patents were identified. All IEEE CS DCSC members could ask for the IEEE official patent document from the secretary. The IEEE copyright policy and participant behavior statement were presented then. There were no questions or concerns. The meeting agenda was unanimously approved as presented without objection.
1857 WG – Audio Video Coding：
1857.11: Received and discussed 5 input contributions about reference software status, technology improvements, and syntax respectively. The reference software (ver. 1.0) has been released under the 3-Clause BSD License. Five CEs have been set up for further investigation. The working subgroup planned to have ad-hoc meetings later.
1857.12：Officially approved by IEEE RevCom and SA Board. The final check before publishing was started and the standard plans to be published soon.
The revision projects are finished their drafts.

Motion to approve the draft of the revision of P1857 (Mover: Siwei Ma, Second: Yiling Xu). The draft standard was unanimously approved as presented without objection.

Motion to approve the draft of the revision of P1857.2 (Mover: Weibei Dou, Second: Shumin Xu). The draft standard was unanimously approved as presented without objection.

Motion to approve the draft of the revision of P1857.3 (Mover: Luntian Mou, Second: Siwei Ma). The draft standard was approved with modification.
2941 WG – AI Model Representation, Compression, Distribution and Management:
2941: Received 2 IEEE SA Awards by developing IEEE 2941-2021 Standard.
2941.1: Officially approved by IEEE RevCom and SA Board. The final check before publishing was started and the standard plans to be published soon.
2941.2: The most part has finished, and 1 contribution was discussed and accepted by WG.
3122 WG – Intelligent Data Processing and Compression for Internet of Things:
The 5th meeting was held on 15th Dec. 2 informative contributions were discussed and accepted, and the following work plan was discussed during the meeting.
3161 WG – Digital Retina Systems:
The 5th plenary meeting was held on 14th Dec. 1 contribution about the plan of DRS serial standards was discussed during the meeting. An ad-hoc meeting is scheduled in January to discuss the details related to this contribution.
3184 WG- Data Framework for Autonomous Driving
The 3rd plenary meeting was held 15th Dec. Received 2 contributions received and discussed. The group reached the consensus that the updated contributions will be further discussed in the next meeting.
Discussion of organizing IEEE SAB Webinar
Ms. Xiaoxu Luan gave a brief introduction of the IEEE Standard Activities Board Webinar. All attendees discussed the subject and reached the following consensus:
The DCSC accept the invitation of the SAB webinar. The webinar will be arranged on 28th Feb. 2023 in the type of Webinar.
The next meeting is tentatively scheduled at 4:00 pm (Beijing Time Zone, GMT +8.00) in March 2023. (The meeting notice will be published on our website one month before the meeting). Remote attendees can request to set up a teleconference service at least one week before the meeting.
This meeting minutes was approved on the meeting.
