The 18th IEEE CS Data Compression Standard Committee Plenary Meeting Minutes

The 18th meeting of IEEE C/DC SC was held in Ningbo, China. Quorum reached. The meeting was hosted by Prof. Feng Wu, the chair of DCSC.

Ms. Xiaoxu Luan presented the patent slides at the meeting. A call for potentially essential patents was made, and no potentially essential patent claims were declared, and no holders of potentially essential patents were identified. All IEEE CS DCSC members could ask for the IEEE official patent document from the secretary. The IEEE copyright policy and participant behavior statement were presented then. There were no questions or concerns. The meeting agenda was unanimously approved as presented without objection.

1857 WG – Audio Video Coding

1857-Rev: The ballot of draft standard was completed with success. The draft has already submitted to IEEE RevCom and will be discussed on 15th May.

1857.3-Rev: Under development and plans to publish within this year.

1857.12:The final check before publishing was started and the standard plans to be published soon.

1857.11 Sub-WG- Neural Network-Based Image Coding

The 1857.11 Working Subgroup had its 6th meeting on Feb. 8, 2023, and 7th meeting on Mar. 15-16, 2023. For the 7th meeting, the working subgroup received and discussed 14 input contributions about reference software status, core experiments, technology improvements, and crosscheck reports respectively. 2 contributions were adopted. The reference software ver 2.0 has been released, and ver 3.0 has been planned. 13 CEs will be further investigated.

2941 WG – AI Model Representation, Compression, Distribution and Management:

2941.1: The final check before publishing was started and the standard plans to be published soon.

2941.2: The draft standard is ready and approved on 2941 WG plenary meeting.

A new PAR of P2941.3 was presented and approved on 2941 WG plenary meeting.

Approval of the draft standard of P2941.2 (No. DCSC-18-N0001)

Motion to approve the draft standard of P2941.2 (Mover: Ms. Xiaoru Li; Second: Prof. Yonghong Tian). Ms. Xiaoru Li presented the draft. The draft standard was unanimously approved as presented without objection.

Approval of the PAR of P2941.3 (No. DCSC-18-N0005)

Motion to approve the PAR of P2941.3 (Mover: Dr. Guangyao Chen; Second: Prof. Yonghong Tian) Dr. Guangyao Chen gave a brief introduction of the PAR for P2941.3. Attendees reviewed the PAR and approved it with modification.

Title: Standard for Representation and Application Programming Interface (API) of Large-scale Pre-trained Models.

Scope: The standard provides a representation and API framework for the large-scale pre-trained models, including training, inference, transfer, mixture, instruct-tuning, distribution, services, etc.

3122 WG – Intelligent Data Processing and Compression for Internet of Things:

The 6th meeting was held on March 17th, 2023. 2 technical contributions about overall requirement and frame structure were discussed and one was accepted.

3161 WG – Digital Retina Systems:

The 6th plenary meeting was held on 17th Mar. 3 contributions were discussed on this meeting and all been rejected by the WG. The future work of the interoperable feature coding for DRS was discussed,and an official request of study group is recommended to submit at next meeting. An ad-hoc meeting is scheduled in the near future to discuss these updated contributions.

3184 WG- Data Framework for Autonomous Driving

The 4th plenary session was held on 17th Mar. 2 PARs were reviewed and accepted (Standard for Joint Calibration Framework of Multiple Roadside Sensors, and Standard for Property Graph Description of Road Networks). Meeting attendees include experts and scholars in autonomous driving from Baidu, BYD, City University of Hong Kong, and University of Macau.

Approval of the PAR of P3184.1 (No. DCSC-18-N0006)

Motion to approve the PAR of P3184.1 (Mover: Prof. Yu Zhang; Second: Prof. Yanyong Zhang) Prof. Yu Zhang gave a brief introduction of the PAR for P3184.1. Attendees reviewed the PAR and approved with modification.

Title: Standard for Joint Calibration Framework of Multiple Roadside Sensors

Scope: This standard aims to define the joint calibration architecture for multiple roadside sensors (such as cameras, lidars, millimeter-wave radars, and fused sensors) to ensure the accuracy and consistency of measurement data. It shall define the types of sensors involved (including their characteristics and measurement data features), the coordinate system of reference, the calibration process and the standard tools for calibrating the sensors. Additionally, it shall define the data analysis method to assess the accuracy and reliability of the calibration results.

Approval of the PAR of P3184.2 (No. DCSC-18-N0007)

Motion to approve the PAR of P3184.2 (Mover: Prof. Yu Zhang; Second: Prof. Yanyong Zhang) Prof. Yu Zhang gave a brief introduction of the PAR for P3184.2. Attendees reviewed the PAR, and unanimously approved as presented without objection.

Title: Standard for Property Graph Description of Road Networks

Scope: This standard aims to define the property graph description of high-quality road network data, including the lanes, roads, intersections, etc., to support high efficiency of data storage and retrieval. The lanes, roads, intersections shall be represented as nodes in the property graph, while the topology of road network is represented by edges in the property graph. This standard also defines properties of graph nodes and edges, as well as data types, value ranges, and basic access interfaces of these properties.

Approval of the new PAR and the new WG: Data Compression, Communication, Transportation and Management Across Multiple Computing Centers (No. DCSC-18-N0002)

Motion to approve the new PAR of Standard for Data Compression and Communication of Split Learning and Federated Learning across Multiple Computing Centers (Mover: Prof. Yue Yu; Second: Prof. Shan Liu) Prof. Yue Yu gave a brief introduction of the PAR. After discussion during the meeting, the PAR was rejected and recommend resubmitting with updates.

Approval of the new PAR and the new WG: Standard for Geometry Point Cloud Compression (No. DCSC-18-N0003)

Motion to approve the new PAR of Standard for Standard for Geometry Point Cloud Compression (Mover: Dr. Shan Liu; Second: Prof. Ge Li) Dr. Shan Liu gave a brief introduction of the PAR. Attendees reviewed the PAR, and unanimously approved as presented without objection.

Title: Standard for Geometry Point Cloud Compression

Scope: This standard defines a set of tools for efficient compression of geometry point clouds and the corresponding definitions of syntax, semantics, parsing and decoding processes, including but not limited to prediction, transform, quantization, and entropy coding, etc.

A new WG shall be established at the same time with the name ” Volumetric Data Compression Working Group “. The chair of the WG is Dr. Shan Liu.

Approval of the new PAR and the new WG: Standard for Polygonal Mesh Compression (No. DCSC-18-N0004)

Motion to approve the new PAR of Standard for Polygonal Mesh Compression (Mover: Dr. Shan Liu; Second: Dr Xiaozhen Zheng) Dr. Shan Liu gave a brief introduction of the PAR. Attendees reviewed the PAR, and unanimously approved as presented without objection.

Title: Standard for Polygonal Mesh Compression

Scope: This standard defines a set of tools for efficient compression of polygonal meshes and the corresponding definitions of syntax, semantics, parsing and decoding processes, including but not limited to prediction, transform, quantization, and entropy coding, etc.

This project shall be established under the Volumetric Data Compression Working Group as the previous project.

The next meeting is tentatively scheduled at 4:00 pm (Beijing Time Zone, GMT +8.00) in June 2023. (The meeting notice will be published on our website one month before the meeting). Remote attendees can request to set up a teleconference service at least one week before the meeting.

This meeting minutes was approved on the meeting.

The meeting closed at 17:50 on March 18th, 2023.
