The 19th IEEE CS Data Compression Standard Committee Plenary Meeting Minutes

The 19th meeting of IEEE C/DC SC was held in Changsha, China. Quorum reached. The meeting was hosted by Prof. Feng Wu, the chair of DCSC.

Ms. Xiaoxu Luan presented the patent slides at the meeting. A call for potentially essential patents was made: no potentially essential patent claims were declared; no holders of potentially essential patents were identified. All IEEE CS DCSC members could ask for the IEEE official patent document from the secretary. The IEEE copyright policy and participant behavior statement were presented then. There were no questions or concerns. The meeting agenda was unanimously approved as presented without objection.

3366 WG- Volumetric Data Compression

The 1st 3366 WG plenary meeting was held on 1st June 2023. 2 PARs were approved by IEEE NesCom, and 2 contributions about the workplan of these 2 PARs were discussed and accepted in the meeting. The chair Dr. Shan Liu appointed Dr. Gary Li and Dr. Xiaozhen Zheng as the vice chair, Ms. Xiaoxu Luan as the secretary.

1857 WG – Audio Video Coding

1857-Rev: The draft was approved by IEEE RevCom on 15th May. It is currently in the process of publication.

1857.11 Sub-WG- Neural Network-Based Image Coding

1857.11 Working Subgroup had its 8th meeting on Apr. 28, 2023, and 9th meeting on June 2, 2023. For the 9th meeting, the working subgroup received and discussed 14 input contributions about reference software status, core experiments, technology improvements, and crosscheck reports respectively. Two (2) contributions were adopted. The working draft ver 4.0 and reference software ver 4.0 have been planned. 11 CEs will be further investigated.

Approval of Draft Standard P1857.3-revision (DCSC-19-N0001)

Motion to approve the Draft Standard P1857.3-revision (DCSC-19-N0001). (Mover: Prof. Yiling Xu; Second: Prof. Siwei Ma). Prof. Luntian Mou presented the draft. The draft standard was unanimously approved as presented without objection.

2941 WG – AI Model Representation, Compression, Distribution and Management:

2941.1: Officially published on 24th March 2023. Purchase link https://www.techstreet.com/ieee/standards/ieee-2941-1-2022?product_id=2256734 .

2941.2: The 1st round of draft ballot was launched on 7th May and will be closed on 7th June. So far, the draft received 75% return ballots with 0 comment, which already met the requirement.

2941.3: The PAR was approved by IEEE NesCom on 15th May 2023.

3122 WG – Intelligent Data Processing and Compression for Internet of Things:

The 7th P3122 WG meeting was held on June 1, 2023. 2 technical contributions about stream format and security framework were discussed and 1 was accepted. The framework of fusion stream for IOT data was determined and the plan of draft standard was discussed in this meeting.

3161 WG – Digital Retina Systems:

The plenary meeting was held on 2nd June, 1 draft standard and 2 new PARs were received, discussed, and accepted by all attendees. A study group was approved to be established under 3161 WG:

Title: Digital Retina Feature Computing

Chair: Dr. Zhuo Chen

Vice Chair: Prof. Lingyu Duan, Dr. Wenhan Yang

Scope: This group investigates representation learning and feature computing as applied in digital retina system to enable model interoperation and collaboration. Topics to be explored in this group include but not limited to compatible and/or switchable feature representation, feature coding, as well as feature re-use.

Approval of Draft Standard P3161.9 (DCSC-19-N0002)

Motion to approve the Draft Standard P3161.9. (Mover: Prof. Yaowei Wang; Second: Prof. Yonghong Tian). Prof. Wen Ji presented the draft. The draft standard was unanimously approved as presented without objection.

Motion to approve the new PAR of P3161.2. (Mover: Prof. Yaowei Wang; Second: Prof. Yonghong Tian). Prof. Wen Ji presented the PAR. It was unanimously approved as presented without objection.

Title: Standard for End Subsystem of Digital Retina Systems

Scope: This standard defines the components, and specifies the protocol and functional requirements of the end subsystem of the Digital Retina Systems (DRS) based on IEEE 3161-2022 standard.

Approval of new PAR: P3161.3 (DCSC-19-N0004)

Motion to approve the new PAR of P3161.3. (Mover: Prof. Yaowei Wang; Second: Prof. Yonghong Tian). Prof. Wen Ji presented the PAR. It was unanimously approved as presented without objection.

Title: Standard for Edge Subsystem of Digital Retina Systems

Scope: This standard specifies the framework, components and functional requirements of the edge subsystem of the Digital Retina Systems (DRS) based on IEEE 3161-2022 standard.

Approval of new PAR: P3161.4 (DCSC-19-N0005)

Motion to approve the new PAR of P3161.4. (Mover: Prof. Yaowei Wang; Second: Prof. Yonghong Tian). Prof. Wen Ji presented the PAR. It was unanimously approved as presented without objection.

Title: Standard for Cloud Subsystem of Digital Retina Systems

Scope: This standard specifies the framework, components and functional requirements for the cloud subsystem of the Digital Retina Systems (DRS) based on IEEE 3161-2022 standard.

Approval of new PAR: P3161.8 (DCSC-19-N0006)

Motion to approve the new PAR of P3161.8. (Mover: Prof. Yaowei Wang; Second: Prof. Yonghong Tian). Prof. Wen Ji presented the PAR. It was unanimously approved as presented without objection.

Title: Standard for Security and Privacy Protection of Digital Retina Systems

Scope: This standard specifies the security levels and the security requirements that shall be considered in terms of application, interface, data processing, in order to improve stability and recovery capability of digital retina systems (DRS). This standard also specifies privacy protection requirements that shall be considered when DRS processes and uses different types of data involved in privacy in various scenarios, in order to guarantee that the unauthorized private data cannot be accessed by any device, organization, or individual.

3184 WG- Data Framework for Autonomous Driving

Many experts from industry including Baidu, iFlytek, and NIO joined the 3184 WG meeting on 2nd June.

3184.1: The PAR was approved by IEEE NesCom on 15th May 2023. The draft standard was received on this meeting and rejected by the WG.

3184.2: The PAR was approved by IEEE NesCom on 15th May 2023. The draft standard was received on this meeting and rejected by the WG.

A new PAR named “Standard for Testing and Evaluation of Perception Modules in Autonomous Driving Systems” was reviewed during the WG meeting too. It was rejected and encouraged to further investigate the related activities to DCSC.

Approval of the new PAR and the new WG: Requirements and Framework for Data and Model Sharing across Multiple Computing Centers (No. DCSC-19-N0007)

Motion to approve the new PAR of Standard for Requirements and Framework for Data and Model Sharing across Multiple Computing Centers (Mover: Prof. Yue Yu; Second: Prof. Shan Liu) Prof. Yue Yu gave a brief introduction of the PAR. Attendees reviewed the PAR, and unanimously approved as presented without objection.

Title: Requirements and Framework for Data and Model Sharing across Multiple Computing Centers

Scope: This standard specifies the general requirements and framework of the data and model sharing across multiple computing centers, including the requirements of functional architecture, interface, security, and performance

A new WG shall be established at the same time with the name ” Data and Model of Multiple Computing Centers Working Group (DM2C2) “. The chair of the WG is Prof. Yue Yu.

The next meeting is tentatively scheduled in August 2023. (The meeting notice will be published on our website one month before the meeting). Remote attendees can request to set up a teleconference service at least one week before the meeting.

This meeting minutes was approved on the meeting.

The meeting closed at 16:50 on June 3rd, 2023.
