The 20th meeting of IEEE C/DC SC was held in Changsha, China. Quorum reached. The meeting was hosted by Prof. Feng Wu, the chair of DCSC.
Ms. Xiaoxu Luan presented the patent slides at the meeting. A call for potentially essential patents was made: no potentially essential patent claims were declared; no holders of potentially essential patents were identified. All IEEE CS DCSC members could ask for the IEEE official patent document from the secretary. The IEEE copyright policy and participant behavior statement were presented then. There were no questions or concerns. The meeting agenda was unanimously approved as presented without objection.
1857 WG – Audio Video Coding：
1857-Rev: The draft was published and the final version is under proofreading.
1857.2-Rev: The draft was published and the final version is under proofreading.
1858.3-Rev: The draft ballot is open and will be closed on 9th Sep.
1857.11 Sub-WG- Neural Network-Based Image Coding
1857.11 Sub-Working-Group had the 10th meeting on Jul. 21, 2023 (online), and 11th meeting on Aug. 25, 2023 (Lichuan & online). For the 11th meeting, the sub-working-group received and discussed 14 input contributions about reference software status, core experiments, technology improvements, and crosscheck reports respectively. Four (4) contributions were adopted. The working draft ver 6.0 and reference software ver 6.0 have been planned. 11 CEs will be further investigated.
2941 WG – AI Model Representation, Compression, Distribution and Management:
The 14th 2941WG plenary meeting was held on 24th August 2023, hybrid. The following topic were discussed.
2941.2: The draft ballots were successfully finished with 12 comment, 24 experts (85% return ballots) and 100% approvement. The IEEE RevCom will discuss on its meeting on 19th September,2023.
2941.3: The structure of the project was discussed and approved on the WG meeting on 24th August, 2023.
3122 WG -Intelligent Data Processing and Compression for Internet of Things:
The P3122 WG 8th meeting was held on August 25. 1 technical contribution was discussed and further study on this contribution was required.
3161 WG – Digital Retina Systems:
The 8th IEEE 3161 Working Group Meeting was held on 25th August, 3 new PARs were received, discussed, and accepted by all attendees.
Approval of new PAR: P3161.5 (DCSC-20-N0001)
Motion to approve the new PAR of P3161.5. (Mover: Prof. Yaowei Wang; Second: Prof. Yonghong Tian). Prof. Wen Ji presented the PAR. It was unanimously approved as presented without objection.
Title: Standard for Algorithm Repository of Digital Retina Systems
Scope: This standard defines the functional and interface requirements of the algorithm repository in the digital retina systems (DRS) based on IEEE 3161 standard. This standard also specifies the encapsulation and description requirements for algorithms in the algorithm repository, in order to standardize the development and verification of algorithms.
Approval of new PAR: P3161.6 (DCSC-20-N0002)
Motion to approve the new PAR of P3161.6. (Mover: Prof. Yaowei Wang; Second: Prof. Yonghong Tian). Prof. Wen Ji presented the PAR. It was unanimously approved as presented without objection.
Title: Standard for Storage System of Digital Retina Systems
Scope: This standard defines the framework, functional requirements for management and data storage, and interface requirements for the storage system of digital retinal systems (DRS) based on IEEE 3161 standard.
Approval of new PAR: P3161.7 (DCSC-20-N0003)
Motion to approve the new PAR of P3161.7. (Mover: Prof. Yaowei Wang; Second: Prof. Yonghong Tian). Prof. Wen Ji presented the PAR. It was unanimously approved as presented without objection.
Title: Standard for End-edge-cloud Collaboration of Digital Retina Systems
Scope: This standard defines the logical architecture and functional requirements of the coordinative work of end, edge, and cloud. It also specifies functional models, general requirements, interfaces, etc., concerning task collaboration within digital retina systems (DRS) based on the IEEE 3161 standard.
3184 WG- Data Framework for Autonomous Driving
The plenary meeting was held on 25th August, 2023. 3 technical contributions were presented, discussed and rejected during the meeting. Further investigation was encouraged.
3366 WG- Volumetric Data Compression
The 2nd 3366 WG plenary meeting was held on 23rd August 2023. 3 technical contributions related to P3366.1 and P3366.2 were presented, discussed and approved during the meeting.
The next meeting is tentatively scheduled in December 2023. (The meeting notice will be published on our website one month before the meeting). Remote attendees can request to set up a teleconference service at least one week before the meeting.
This meeting minutes was approved on the meeting.
The meeting closed at 12:00 on August 26th, 2023.
