The 24th meeting of IEEE C/DC SC was held in Crowne Plaza Shaoxing, China. Quorum reached. The meeting was hosted by Prof. Feng Wu, the chair of DCSC.
A call for potentially essential patents was made, no potentially essential patent claims were declared; no holders of potentially essential patents were identified. All IEEE CS DCSC members could ask for the IEEE official patent document from the secretary. The IEEE copyright policy and participant behavior statement were presented then. There were no questions or concerns. The meeting agenda was unanimously approved as presented without objection.
1857 WG – Audio Video Coding:
1857.3-Rev: The draft was approved by IEEE, and the final version is under proofreading.
1857.5-Rev: The revision is under processing.
A new PAR of standard for audio representation in virtual reality was presented and approved by the WG.
1857.11 Sub-WG- Neural Network-Based Image Coding
1857.11 Sub-Working-Group had organized a workshop about large model standardization on Jun. 13, 2024 (Shaoxing), and had the 17th meeting on Jun. 14, 2024 (Shaoxing). The sub-working-group discussed and approved the response and revised standard document for the second-round ballot. Received and discussed 2 input contributions about reference software maintenance and AIGC image compression standard, respectively. The sub-working-group planned to discuss PAR for lightweight profile of image compression, and continue to explore the large neural model for image and/or video compression, respectively.

Motion to approve the new PAR of Standard for Audio Representation in Virtual Reality (Mover: Prof. Siwei Ma; Second: Prof. Weibei Dou) Prof. Weibei Dou gave a brief introduction of the PAR. Attendees reviewed the PAR, and unanimously approved as presented without objection.

Scope: This standard specifies the expression of immersive audio content in Virtual Reality (VR) devices and related systems, including the structure of metadata, the system architecture and interface specifications of renderers.
2941 WG – AI Model Representation, Compression, Distribution and Management:
The 16th 2941 WG plenary meeting was held on 14th June. The establishment of a new standard project on graph neural network was presented and approved by the WG.

Motion to approve the new PAR of Standard for Representation and Application Programming Interface (API) of Graph Neural Network Models (P2941.4) (Mover: Prof. Chuan Shi; Second: Dr. Guangyao Chen) Prof. Chuan Shi gave a brief introduction of the PAR. Attendees reviewed the PAR, and unanimously approved as presented without objection.
Title: Standard for Representation and Application Programming Interface (API) of Graph Neural Network Models
Scope: This standard specifies the representation and application programming interface (API) of efficient graph neural network models that can meet various computing needs, including the representation and basic operations of graph data, the representation and usage interface definition of graph neural network models, the compression methods of graph neural network models, and the computing framework of graph neural networks.
3122 WG -Intelligent Data Processing and Compression for Internet of Things:
The 12th IEEE 3122 Working Group Meeting was held on June 13th. 3 technical contributions were discussed, and 1 was accepted. Suggestions for further modification of the other 2 contribution were given during the meeting.
3161 WG – Digital Retina Systems:
The 11th IEEE 3161 Working Group Meeting was held on June 14th. Attendees fully discussed 3 contributions of P3161.2 and P3161.3. All were rejected, which need to be revised and resubmitted at the next meeting.
3184 WG- Data Framework for Autonomous Driving
The 9th IEEE 3184 Working Group Meeting was held on June 14th. 1 technical contribution of P3184.2, a new PAR, and the draft of P3184.2 were discussed. All were adopted with minor revision.
Approval of the draft standard for P3184.2 (DCSC-24-N0003)
Motion to approve the draft standard for P3184.2. (Mover: Prof. Li Li; Second: Prof. Yanyong Zhang). Prof. Yu Zhang presented the draft. It was unanimously approved as presented without objection.
Approval of the new PAR of P3184.3 (DCSC-24-N0004)
Motion to approve the new PAR of Standard for Software-in-the-Loop Simulation Testing of Planning and Control Modules in Autonomous Driving Systems (P3184.3). (Mover: Prof. Yu Zhang; Second: Prof. Li Li) Prof. Li Li gave a brief introduction of the PAR. Attendees reviewed the PAR, and unanimously approved as presented without objection.

Scope: This standard provides the general testing guidelines and scenario generation frameworks for Software-in-the-Loop (SiL) simulation testing of planning and control (PnC) modules in autonomous driving systems (ADS). It defines terminologies related to SiL simulation testing for the PnC module and outlines the data generation framework for testing. Specifically, this standard specifies the types and formats of input scenarios, the general testing methods, the scope and format of output data, and quantitative evaluation metrics for the testing.
3366 WG- Volumetric Data Compression
The 5th IEEE 3366 Working Group Meeting was held on June 13th. Attendees fully discussed 4 received contributions. 3 were approved and 1 was rejected.
3404 WG- Data and Model of Multiple Computing Centers
The 3rd 3404 Working Group Plenary Meeting was held on June 13th, 2024. Attendees fully discussed 3 technical contributions of P3404 and all were approved with minor revisions.
3483 WG- Multi-Modality Feature Coding
The 1st IEEE 3483 Working Group Meeting was held on June 14th. The WG chair Prof. Duan Lingyu appointed Prof. Liu Dong and Dr. Yang Wenhan as vice chairs. Attendees discussed the WG’s future working plan.
The next meeting is tentatively scheduled in August 2024. (The meeting notice will be published on our website one month before the meeting). Remote attendees can request to set up a teleconference service at least one week before the meeting.
This meeting minutes was approved on the meeting.
