The 25th IEEE CS Data Compression Standard Committee Plenary Meeting Minutes

The 25th meeting of IEEE C/DC SC was held in Crowne Plaza Shaoxing, China. Quorum reached. The meeting was hosted by Prof. Siwei Ma, the vice chair of DCSC.

A call for potentially essential patents was made, no potentially essential patent claims were declared; no holders of potentially essential patents were identified. All IEEE CS DCSC members could ask for the IEEE official patent document from the secretary. The IEEE copyright policy and participant behavior statement were presented then. There were no questions or concerns. The meeting agenda was unanimously approved as presented without objection.

Approval of new P&P (DCSC-25-N0001)

Motion to approve the new P&P. (Mover: Dong Liu; Second: Lili). Ms. Xiaoxu Luan presented the new version of P&P. It was unanimously approved as presented without objection.

1857 WG – Audio Video Coding:

1857.5-Rev: The revision is under processing.

1857.13: The PAR has submitted to the IEEE NesCom and will be discussed on September 25th, 2024.

1857.11 Sub-WG- Neural Network-Based Image Coding

857.11 Sub-Working-Group had the 18th meeting on Aug 23, 2024 (Weihai). The sub-working-group received and discussed 2 input contributions about reference software maintenance. The sub-working-group also discussed its future activities about large model-based image coding. It is agreed to have the 19th meeting on Oct 2024.

2941 WG – AI Model Representation, Compression, Distribution and Management:

The 17th 2941 WG plenary meeting was held on 24th August. Technical contributions were discussed and approved during the meeting.

3122 WG -Intelligent Data Processing and Compression for Internet of Things:

The 13th P3122WG meeting was held on August 22. 2 technical contributions were discussed and accepted. The draft standard would be discussed and finalized.

3161 WG – Digital Retina Systems:

The 12th IEEE 3161 Working Group Meeting was held on August 23rd. Attendees fully discussed 2 contributions of P3161.2 and P3161.3 and all approved. An additional WG meeting is planned before December.

3184 WG- Data Framework for Autonomous Driving

The 10th IEEE 3184 Working Group Meeting was held on August 23rd. Attendees fully discussed 3 received contributions. 2 contributions of 3184 and 3184.3 were rejected, which will be revised and resubmitted at the next meeting. The revision of 3184.2 following the IEEE editor’s suggestion was discussed during the meeting.

3366 WG- Volumetric Data Compression

The 6th IEEE 3366 Working Group Meeting was held on August 23rd. Attendees fully discussed 2 received contributions and all accepted.

3404 WG- Data and Model of Multiple Computing Centers

The 4th 3404 Working Group Plenary Meeting was held on Aug 22, 2024. Attendees fully discussed 1 draft standard and 2 new PARs. The draft and 1 new PAR were approved with minor revisions and will be submitted to the DCSC. The other new PAR was rejected.

Approval of the draft standard for P3404 (DCSC-25-N0002)

Motion to approve the draft standard for P3404. (Mover: Yehong Zhang; Second: Chun Fan). Ms. Yehong Zhang presented the draft. It was unanimously approved as presented without objection.

Approval of the new PAR of P3404.1 (DCSC-25-N0003)

Motion to approve the new PAR of Standard for requirements and framework of the interconnection between multiple data centers for production services (P3404.1). (Mover: yehong Zhang; Second: Chun Fan) Junfeng Zhao gave a brief introduction of the PAR. Attendees reviewed the PAR, and unanimously approved as presented without objection.

Title: Standard for requirements and framework of the interconnection between multiple data centers for production services

Scope: This standard specifies the requirements and framework for the interconnection between multiple data centers for production services, including use cases, functional requirements and architecture, and interaction mechanisms between multiple data centers across the networks.

3483 WG- Multi-Modality Feature Coding

The 2nd IEEE 3483 Working Group Meeting was held on August 23rd. Attendees fully discussed 2 new PARs, both were rejected and advised for further revision, which will be resubmitted at the next meeting.

The next meeting is tentatively scheduled in December 2024. (The meeting notice will be published on our website one month before the meeting). Remote attendees can request to set up a teleconference service at least one week before the meeting.

This meeting minutes was approved on the meeting.

The meeting closed at 13:30 on August 24th, 2024.
