The 26th meeting of IEEE C/DC SC was held in The PATA Hotel, Zhuhai, China. Quorum reached. The meeting was hosted by Prof. Feng Wu, the chair of DCSC.
A call for potentially essential patents was made, no potentially essential patent claims were declared; no holders of potentially essential patents were identified. All IEEE CS DCSC members could ask for the IEEE official patent document from the secretary. The IEEE copyright policy and participant behavior statement were presented then. There were no questions or concerns. The meeting agenda was unanimously approved as presented without objection.
Approval of new WG P&P (DCSC-26-N0001, DCSC-26-N0002)
Motion to approve the new P&Ps for WG. (Mover: Dong Liu; Second: Lili). Ms. Xiaoxu Luan presented the new version of P&Ps. It was unanimously approved as presented without objection.
1857 WG – Audio Video Coding:
1857.5-Rev: The draft standard is ready.
1857.13: The PAR was approved by IEEE NesCom on September 26th, 2024.
1857.11 Sub-WG- Neural Network-Based Image Coding
1857.11 Sub-Working-Group had the 19th meeting on Oct 18, 2024 (Hefei), where 9 input contributions had been discussed and 2 of them had been adopted into the reference software. 1857.11 Sub-Working-Group had the 20th meeting on Dec 20, 2024 (Zhuhai), where 5 input contributions had been discussed. 1857.11 Sub-Working-Group decided to start up LEM (reference software for exploration of large-model-based image coding) and exploration experiments.

3404 WG- Data and Model of Multiple Computing Centers
The 5th 3404 WG Plenary Meeting was held on Dec 20, 2024. Attendees fully discussed two new PARs. One new PAR was approved with minor modifications and will be submitted to the DCSC. The other new PAR was rejected.

2941 WG – AI Model Representation, Compression, Distribution and Management:
The 18th 2941 WG Meeting was held on 20th Dec. All attendees disucseed the future working plan of 2 on-going projects. An additional meeting was planned in Feburary.
3122 WG –Intelligent Data Processing and Compression for Internet of Things:
The P3122WG 14th meeting was held on December 19. Draft standard was discussed and approved. The draft standard will be submitted to DCSC.

3161 WG – Digital Retina Systems:
The 13th 3161 WG meeting was held in August and the draft standard of P3161.2 was discussed and approved during the meeting. the 14th 3161 WG meeting was held on 20th Dec.. 2 technical contritbutions were discussed and approved in the meeting.

3184 WG- Data Framework for Autonomous Driving
The 11th IEEE 3184 Working Group Meeting was held on December 20th. Attendees fully discussed 2 received contributions on 3184 and 3184.3. Both contributions were rejected, which will be revised and resubmitted at the next meeting.
3483 WG- Multi-Modality Feature Coding
The 3rd 3483 WG Plenary Meeting was held on Dec 20, 2024. Attendees fully discussed two new PARs. 2 new PARs were approved with minor modifications and will be submitted to the DCSC.

Scope: This standard provides a set of compression and decompression tools for Structured Point Sequences. This type of data is unique due to its clearly correlated spatial structure, strong temporal relationships, and inherent semantic meanings. The goal of the standard is to leverage these spatial and temporal relationships to achieve highly efficient compression. Many applications, such as autonomous driving and Human-Computer Interaction Systems, all require transmission or storage of Structured Point Sequences.

Motion to approve the new PAR of Standard for Semantic Segmentation Map Coding (P3483.2). (Mover: Wenhan Yang; Second: Lingyu Duan) Runyu Yang gave a brief introduction of the PAR. Attendees reviewed the PAR, and unanimously approved as presented without objection.
Title: Standard for Semantic Segmentation Map Coding
Scope: This standard defines a set of compression and decompression tools for the semantic segmentation map. The semantic segmentation map is widely adopted in intelligent analytics and AIGC applications, e.g. video understanding, image editing, and image generation. These applications all require transmission or storage of the semantic segmentation map.
The next meeting is tentatively scheduled in March 2025. (The meeting notice will be published on our website one month before the meeting). Remote attendees can request to set up a teleconference service at least one week before the meeting.
