Meeting Minutes recorded by: Ruochen Li
The 28th meeting of IEEE C/DC SC was held in Shenyang, China. Quorum reached. The meeting was hosted by Prof. Feng Wu, the chair of DCSC.
A call for potentially essential patents was made, no potentially essential patent claims were declared; no holders of potentially essential patents were identified. All IEEE CS DCSC members could ask for the IEEE official patent document from the secretary. The IEEE copyright policy and participant behavior statement were presented then. There were no questions or concerns. The meeting agenda was unanimously approved as presented without objection.
Approval of the Agenda
Motion to approve the meeting agenda. (Mover: Dr. Chuanmin Jia; Second: Prof. Yiling Xu). The agenda was unanimously approved as presented without objection.
Introduction of IEEE SA Updates
On June 15, 2025, during the 28th DCSC meeting, IEEE Project Manager Meng Zhao presented the IEEE SA Updates.
Appointment of Officers
The vice chair of DCSC, Siwei Ma, appointed Ruochen Li as the secretary. (Mover: Guanyao Chen Second: Haiqiang Wang).
3366 WG- Volumetric Data Compression
The 9th IEEE 3366 Working Group Meeting was held on June 13. Chair Shan Liu appointed Jing Wang as lead technical editor, Wenjie Zhu as secretary, and Ruochen Li as co-secretary. Two contributions were discussed and approved.
The 10th IEEE 3366 Working Group Meeting on June 14 established a CRG to address ballot comments. The CRG includes Jing Wang (chair), Wenjie Zhu, and Qi Zhang. One new PAR was discussed and approved with modifications.
Approval of New PAR of P3366 (DCSC-28-N0009)
Motion to approve new PAR of 3366. (Mover: Ruochen Li; Second: Dingquan Li). Wei Zhang presented the PAR. It was unanimously approved as presented without objection.
Title: Standard for Gaussian Splats Compression
Scope: This standard defines a set of coding methodologies and tools for Gaussian Splats data.
1857 WG – Audio Video Coding:
1857.5-Rev: The draft is under revision. 1857.13: The draft is under preparation.
1857.14 and 1857.15 were approved by NesCom on March 27, and the draft is under preparation.
Approval for draft standard of P1857.16(DCSC-28-N0001)
Motion to approve the draft standard for P1857.16 (Mover: Ruochen Li; Second: Dong Liu). Dr. Haiqiang Wang presented the draft. It was unanimously approved as presented without objection.
Approval of New PAR of P1857.17 (DCSC-28-N0002)
Motion to approve the new PAR under the P1857 Working Group was introduced. After a brief by Weiguang Zhou and review by attendees, the committee concluded the PAR is not suitable for P1857. They recommended forming a new working group for this and future interface-related PARs, suggesting a discussion meeting before the 29th DCSC. The PAR was not approved.
Title: Standard for General Purpose Media Interface
Scope: The proposed standard specifies an architecture of a general purpose multimedia interface that supports information transmission between consumer electronic devices.
1857.11 Sub-WG- Neural Network-Based Image Coding
The 22nd meeting was held on June 13, in Shenyang. One input on the Reference Software Maintenance Report, presented by Haowei Kuang, was discussed and adopted as M482, now integrated into LEM v0.1. A new PAR was also presented and unanimously approved.
Approval of New PAR of P1857.11.1 (DCSC-28-N0003)
Motion to approve the new PAR of P1857.11 (Mover: Ruochen Li; Second: Chuanmin Jia). Dong Liu presented the PAR. It was accepted with minor revision
Title: Standard for Neural Network-Based Image Coding with Large Generative Models
Scope: This standard defines a set of tools for efficient image coding, including tools for encoding, for decoding, and for encapsulation.
2941 WG – AI Model Representation, Compression, Distribution and Management:
The 20th 2941 WG Meeting was held on March 12. Chair Yonghong Tian appointed Ruochen Li as secretary with unanimous approval. Attendees discussed future plans, including a new project after current ones conclude.
3122 WG -Intelligent Data Processing and Compression for Internet of Things:
The 16th 3122 meeting on June 12 established a CRG to address IEEE SA Ballot comments. The CRG includes five members: Lu Jinghui (chair), Qiu Song, Dong Qian, Sun Darui, and Chen Zhuanghao.
3161 WG – Digital Retina Systems:
The 17th 3161 WG meeting was held on 13th June. Discussions were held on three new PARs and two draft standards. Attendees unanimously approved as presented without objection.
Approval of New PAR of P3161.10 (DCSC-28-N0004)
Motion to approve the new PAR of P3161.10 (Mover: Wen Ji; Second: Qingfang Zheng). Yan Lan presented the PAR. It was accepted without objection.
Title: Standard for Test Specification of Digital Retina Systems
Scope: This standard defines test specifications for digital retina systems (DRS) as defined in the IEEE 3161 standard, including interface testing, functional testing, and performance testing.
Approval of New PAR of P3161.11 (DCSC-28-N0005)
Motion to approve the new PAR of P3161.11 (Mover: Peng Chen; Second:Xinbei Bai). Dieli Hu presented the PAR. It was accepted without objection.
Title: Standard for Measurement and Evaluation Metrics of Digital Retina Systems
Scope: This standard defines evaluation framework, evaluation metrics, and their calculation methods for the digital retina systems (DRS) with an end-edge-cloud coordinative visual computing architecture.
Approval of New PAR of P3161.12 (DCSC-28-N0006)
Motion to approve the new PAR of P3161.12 (Mover:Xinbei Bai; Second:Qingfang Zheng). Xuanti Liu presented the PAR. It was accepted without objection.
Title: Guide for Application of Digital Retina Systems
Scope: This guide provides application guidelines for Digital Retina Systems (DRS) as defined in IEEE 3161. It includes deployment architectures and configuration recommendations under classic system forms of end-edge-cloud, end-edge, and end-cloud, as well as deployment practices in typical application scenarios.
Approval of draft standard of P3161.5 (DCSC-28-N0007)
Motion to approve the draft standard of P3161.5 (Mover:Xinbei Bai; Second: Yan Lan). Xiaoling Yang presented the draft. It was accepted without objection.
Approval of draft standard of P3161.6 (DCSC-28-N0008)
Motion to approve the draft standard of P3161.6 (Mover:Dieli Hu; Second: Yan Lan). Pan Li presented the draft. It was accepted without objection.
3184 WG- Data Framework for Autonomous Driving
The 13th IEEE 3184 Working Group Meeting was held on June 13th. Attendees fully discussed 3 received contributions on new PARs, 3184, and 3184.3. All contributions were rejected.
3404 WG- Data and Model of Multiple Computing Centers
The 8th 3404 WG Plenary Meeting was held on 13 June, 2025. The WG chair Yue Yu appointed Bing Quan as the chair of 3404.2 subgroup, Qingming Jia and Lifen Zhao as the vice chairs of 3404.2 subgroup. Attendees fully discussed 1 contribution on 3404.2, which was approved.
3483 WG- Multi-Modality Feature Coding
The 5th IEEE 3483 WG Meeting was held on June 14. Two contributions were discussed, and a study group on Large Model Feature Coding (LaMoFC) was established, chaired by Changsheng Gao.
Next Meetings
The next meeting is tentatively scheduled in August 2025. (The meeting notice will be published on our website one month before the meeting). Remote attendees can request to set up a teleconference service at least one week before the meeting.
This meeting minutes was approved on the meeting.
