The 10th meeting of IEEE C/DC SC was held via online conference call. Quorum reached. The meeting was hosted by Dr. Feng Wu, the chair of DCSC.
Ms. Xiaoxu Luan presented the patent slides at the meeting. A call for potentially essential patents was made, and no potentially essential patent claims were declared, and no holders of potentially essential patents were identified. All IEEE CS DCSC members could ask for the IEEE official patent document from the secretary. The IEEE copyright policy statement was presented then. There were no questions or concerns. The meeting agenda was unanimously approved as presented without objection.
1857 WG – Audio Video Coding:
1857.9: the first round of ballot has been closed on 4th August 2021, with 84% return rate, and 95% approve rate. The CRG (Comment Resolution Group) was formed, and 41 comments were replied. The re-circulation ballot was open on 18th August and was closed on 28th August, with 3 comments received.
1857.10: the first round of ballot has been closed on 18th July 2021, with 91% return rate, and 96% approve rate. The CRG (Comment Resolution Group) was formed, and 36 comments were replied. The re-circulation ballot was open on 16th August and was closed on 26th August, with 1 comment received.
The revision PAR of 1857.2 and the new standard PAR of 1857.12 were submitted to NesCom on 13th August and will be discussed on NesCom meeting on 22 September 2021.
2941 WG – AI Model Representation, Compression, Distribution and Management:
2941: the first round of ballot was closed on 28th August 2021, with 77% return rate and 94% approve rate. 36 comments received. The CRG (Comment Resolution Group) was formed during 2941 WG plenary meeting and will handle the comment reply work.
2941.1: the draft standard writing plan was settled during sub-group meeting. According to the plan, the draft standard will be ready by the end of the year.
FVC SG – Future Video Coding:
FVC-SG received and discussed 9 proposals about the development of NIC software, 2 technical proposals were accepted. Besides, Chair Dr. Dong Liu briefly introduced the process of IEEE standard development to the FVC members, and discussed the changes of working mode, proposal submission method and so on after the establishment of P1857.11 working group.
Approval of the PAR for IOT Working Group

Mr. Song Qiu gave a brief introduction of the IOT and explained each part of the PAR. The attendees of the meeting discussed the issue and reach the following agreement:
The PAR is approved by the committee with certain modification required (see the attachment).
The scope of IOT:This standard defines a framework and a set of tools for intelligent data processing and compression of Internet of Things (IOT), including compression, decompression, representation, encapsulated format, and data encryption, signature, etc. The data includes video, audio, and relevant structured information such as time, location, object characteristic data, sensor data, artificial intelligence data, etc.
The next meeting is tentatively scheduled at 4:00 pm (Beijing Time Zone, GMT +8.00) on December 11th, 2021, at Changsha, China. Remote attendees can request to set up a teleconference service at least one week before the meeting.
