The 11th IEEE CS Data Compression Standard Committee Plenary Meeting Minutes

The 11th meeting of IEEE C/DC SC was held via online conference call. Quorum reached. The meeting was hosted by Dr. Siwei Ma, the vice chair of DCSC.

Ms. Xiaoxu Luan presented the patent slides at the meeting. A call for potentially essential patents was made, and no potentially essential patent claims were declared, and no holders of potentially essential patents were identified. All IEEE CS DCSC members could ask for the IEEE official patent document from the secretary. The IEEE copyright policy statement was presented then. There were no questions or concerns. The meeting agenda was unanimously approved as presented without objection.

1857 WG – Audio Video Coding

1857.11:The group received and discussed 8 technical proposals. 1 technical proposal is about the Test Model for Deep Learning-Based Image Compression, namely NIC. 4 technical proposals are about the explorative experiments upon NIC, including pre- and post-processing, entropy coding optimization, variable-rate coding, and rate control. 3 technical proposals are about the incoming call-for-proposal or the standardization. 3 technical proposals are adopted. FVC-SG plans to issue the Call for Proposals on Neural Network-Based Image Coding in December, and to continue the explorative experiments to improve the compression performance and to reduce the encoding/decoding complexity.

1857.12:The sub-working group has been officially  approved and established in September. The group had internal meetings during this week and decided to start the draft standard writing as soon as possible.

All 3 REV projects (1857-Rev, 1857.2-Rev, 1857.3-Rev)are working on the revision, and are planned to be completed next year.

Motion to approve the transformation from FVC Study Group to 1857.11 Sub-working Group (Mover: Dr. Dong Liu, Second: Dr. Jiaying Liu) It was unanimously approved without objection.

2941 WG – AI Model Representation, Compression, Distribution and Management:

2941: The draft standard was unanimously approved by RevCom on 7th December 2021.

2941.1: the first version of draft standard writing plan was settled during sub-group meeting.

3122 WG – Intelligent Data Processing and Compression for Internet of Things:

The working group has been officially approved on November 9th, 2021; the chair is Mr. Jinghui Lu. The kick-off meeting was held on December 9th, 2021, and the following officers were appointed during the meeting: the vice-chair is Qiu Song, the secretary is Darui Sun.

Approval of the PAR for Digital Retina System Working Group

Motion to approve the PAR of Digital Retina System Working Group (Mover: Dr. Wen Ji, Second: Dr. Yaowei Wang) It was approved with condition.

Dr. Wen Ji gave a brief introduction of the Digital Retina System and explained each part of the PAR. The attendees of the meeting discussed the issue and approved the working group establishment request without objection.

Certain modification of the PAR is request by the committee. The group will submit the updated PAR on next meeting.

The PAR is approved by the committee with certain modification required (see the attachment).

The scope of the project:

Digital retina is a biologically-inspired visual computing framework, in which three streams, i.e., video stream, feature stream, and model stream, work collaboratively for real time analysis and process of video big data. This standard defines architecture, components, interface, transmission and connection protocols to enable highly efficient digital retina systems. The efficiency of digital retina systems will be measured by the accuracy of feature extraction from camera-captured video contents over transmission data rates, with the power consumption of capturing devices, edge servers, and cloud servers taken into consideration.

Approval of the PAR for Media Coding for Visually or Hearing Impaired Work Group

Motion to approve the PAR of Media Coding for Visually or Hearing Impaired Work Group (Mover: Dr. Luntian Mou, Second: Dr. Haiwu Zhao) Less than half attendees agreed the PAR, the motion is failed.

Dr. Luntian Mou gave a brief introduction of the group working plan and explained each part of the PAR. The attendees of the meeting discussed the issue and approved the project without objection. and decided to arrange a meeting to discuss the technical detail.

The next meeting is tentatively scheduled at 4:00 pm (Beijing Time Zone, GMT +8.00) on March 18th, 2022, at Beijing, China. Remote attendees can request to set up a teleconference service at least one week before the meeting.

This meeting minutes was approved on the meeting.

The meeting closed at 6:16pm on December 10th, 2021.
