The goal of the Subcommittee on Jitter Measurement (SCOJM) is to promote and facilitate accurate and precise communication of the terms and models used in the description of jitter, wander and phase noise and the techniques and procedures for measuring them. The terms jitter and phase noise apply broadly in the electronics industries (such as computer, telecommunication, and measurement instrumentation industries), and a vast amount of literature has been generated to deal with them. There are many misconceptions about what exactly jitter is, and its definition varies depending on the specific application. In fact, there is not a single, comprehensive, universally accepted specification defining jitter, wander and phase noise.
